General Secretariat condemns Israeli occupation forces’ raid on UNRWA’s Qalandia Training Centre

The raid, the second in less than a month, involved the detention of students and staff inside the Centre and constituted a flagrant violation of the inviolability, privileges and immunities of United Nations premises.

Ambassador Dr. Fayed Mustafa, Assistant Secretary-General and Head of the Palestine and Occupied Arab Territories Sector, said that the raid constitutes a grave breach of the 1946 Convention on the Privileges and Immunities of the United Nations and a violation of Israel’s obligations, as the occupying Power, under international law and the Fourth Geneva Convention.
He further stressed that it represents a direct challenge to UNRWA’s mandate, as established by the United Nations General Assembly.

Ambassador Mustafa noted that the targeting of the Qalandia Training Centre, one of UNRWA’s oldest vocational training centres, forms part of a systematic policy aimed at undermining the Agency’s operations and depriving Palestine refugees of their right to education and essential services.
He added that, in its 2025 advisory opinion, the International Court of Justice affirmed Israel’s obligation to facilitate UNRWA’s work and refrain from taking any measures affecting United Nations premises or obstructing the implementation of the Agency’s mandate.

Ambassador Mustafa called on the international community, the United Nations and the Security Council to fulfil their legal responsibilities and take urgent measures to protect UNRWA premises and personnel, put an end to repeated Israeli violations, and hold the occupying Power accountable for its continuing breaches of international law.
